Leather work “Ruby Blade” found in auction buy

Greetings all:

Looking for some insight on the “Ruby Blade” that I found in a lot of leather working tools I bought at an auction. I want to learn to make some simple leather knife and axe sheathes, and I am pretty sure I can use basic tools, and will not need a “Ruby Blade.” Who uses these, and for what? From what I see on the big auction site, I may be able to sell this and generate some $$ to purchase the leather tools I will really need. Any input is appreciated.

I have the same one new in box from my dad's stuff after my parents passed in 2020. I cherrypicked a few items from the big leather kit before the estate sale.
