Is bent just enough to keep it from staying on a pocket. "Lip" is about 1/8" from scale.

Haven't found any torx drivers small enough yet.

Any bright ideas to move it back?

Sears has the torx you need or find a place that sells Wiha brand. The Craftsman will work, the Wihas are better. You're pretty much stuck with taking it off if you want to do it right.
 
Buy a Benchmade Torx set...bout all the sizes you need in a nice blue kit, bought mine on the net for like 10 bucks. You could in an emergency "wedge" something at the base of the clip and then bend the clip down but would not recomend that.
 
i picked up a husky torx set from home depot for like 6 bucks. has the size you need.
 
sears has a craftsmen set of torx drivers, a nice set, for about $20.00 dollars.You can use a little loctite (I use th emed strength), a drop on the last two threads when putting it back together to minimize the screws backing out (over time).
