Sorry to ask im to lazy to find out does anybody know if i can carry my RAT-3 outside in public

For anyone to even take a shot at answering that you have to tell us what country you live in. State/province would also help. You might want to check local town or city ordinances too. This really isn't something you can be lazy about.

Also a lot of knife carry laws have ocupational clauses.
For example, if you're hunting, or need one for your job you have more freedom.
 
OK "outside in public" is a little vague.
If you carry any knife that is a fixed blade in public at lets say... the mall.
Prepare to have security asking you to leave and come back without it.
If your at a large public event... arrested.
If your just out and about probably ok.
You have to understand its not just the law but the enforcement and the property owners discretion
Example: Lets say there is no law saying you cant. You enter a restaurant
wearing it and someone tells the manager they are fearful due to your presence. Legal or not, he has the right to ask you to leave.
Other places it might be against the law but the law is not enforced.

Im in NC and I have purchased a knife in the mall and was asked by security to leave immediately after the purchase. They can do that! Remember security guards are just enforcing the will of the property owner.
 
Check your local laws with that link provided and if legal, keep it out of sight as much as possible and only use it in a responsible manner.

I live in Texas where open carry of a fixed blade is perfectly legal as long as it's under 5.5" in blade length but I still keep it under my shirt as much as possible and carry a small folder for the mundane tasks like opening packages in public and the like.

When I lived in the peoples republik of New Jersey I also often carried a fixed blade, a Benchmade/Snody Reactor (I think) and never had any issues. I assume thats because I was as responsible as possible about it and made a point to never use it in uncomfortable company.

Your actions and attitude about it are just as important as what the law says about it.

I do believe that you can carry a knife under that size concealed in Texas, legally. As long as it is not a Switchblade, Gravity Knife or Balisong. I don't recall about double edged knives but I think they are prohibited as well.
