Legality of knife for New York

Hi, I've been terribly confused by the current New York legality of many knives and I just wanted to double check here to see if a Spyderco Urban that I'll be sending over as a gift this Christmas to a friend in New York, is illegal to carry over there.

It is a non-locking folder.

What about a UKPK?

In NYC it would be an illegal knife.
In the rest of the state it would not be.

and prohibits anything over 4" in length.

What if my friend waistbands the knife or carries it deep in his pocket? Would that still violate NYC laws?

Why? The current fuss over NYC's definition of gravity knives still requires the knife to lock upon opening. The Urban and UKPK do not lock.

The only other requirement is to carry them completely concealed, not even a pocket clip showing.

Completely concealed. Serves two purposes. First of all, NYC law requires ALL knives to be concealed, regardless of size. Secondly, if you do an good job of concealing it, no LEO will ever see it, so its length and other details will never become an issue. Just don't display it in public and you should be fine! I regularly carry concealed in Boston and that city has even stricter knife laws than NYC. Boston limits blade length to 2.5". NYC limits blade length to under 4". A 3.9" knife is legal in NYC, but illegal in Boston.
