I don't known how it came into our posession -- we've had it at least since the 1960s.

I'd like to know to whom these were issued, and if it has any value.

Before you do, take pictures of the overall item and closeups of the blade markings.
Get a free membership on a web hosting site like photobucket and load the pictures there. Then you can post the pics in your post.

It's very hard for anyone to say anything without actually seeing the item in question.
