I was thinking of gasoline or terpentine. What is the best liquid to start the cleaning processes?

I don't know how bad your knife is, pics would help. Never the less I usually start with a WD 40 hose down, that is just get it every nock and cranny and spray away. I hope this helps.

WD 40 is very good at penetrating rust. It is thinner than most lubricants and is easy to remove. I use a can filled with mineral spirits or carburetor cleaner, but don't recommend it, as it can attack some non metal parts.

WD40 would probably be your least expensive route along with some steel wool in various grades. DO NOT USE GAS--YOU DONT WANT TO BURN THE HOUSE DOWN--

I have 6 (all metal) LM multi tools coming in. So I don't have the time to do each one individually with WD-40.. I want a solution to soak them in before I begin the fine grit sand paper process. These are gunked up airline confiscated LM's that have some rust pits.
