I'm not sure about 14C28N but 154CM is ranked in category 5 out of 7 with the highest being worst according to Jim's tests here - http://www.bladeforums.com/forums/showthread.php?t=793481

I'm not sure what you're asking either. Both steels are good, IMO. Like always, it comes down to a good heat treat. Kershaw has 14c28n perfected. It's a really clean steel too, like all of the Sandvik steels.

154cm steel feels heavier than 14c28n steel? What?

Both are good, just different. I've done my own manila rope cutting with both.
14C28N is similar to razor-blade steel. Takes and holds a finer edge than you get with 154CM. 154CM will retain its edge longer than 14C28N.
So
If you like a screaming sharp edge - 14C28N.
If you like a longer lasting edge - 154CM.
