Lock bar relief on frame lock- inside or outside?

What are the benefits and disadvantages with the lock bar relief cut being on the inside versus the outside? The majority of the market seems to have it on the outside, but manufactures like CRK and Shirogorov have it on the inside.

What is the better design?

Also, how long should the lock bar be relative the the handle length? Thanks
