If you want one that packs that small then you're pretty much looking at a down bag. Probably the best buy in your price range is the REI Halo at $259. It weighs 1 lb 15 oz and packs to 8x17.

Personally I'd spend a bit more money and get a top of the line bag. If you take care of it it'll last for years so the extra cost really doesn't amount to much over the life of the bag. You'll also get a bag that is much more accurate temperature rating wise because it uses higher quality down. IMO the two best makers are Feathered Friends and Western Mountaineering, and if I was buying something to your specs those would probably be the only ones I'd look at.

The FF Osprey is a °30 bag that weighs 1 lb 9 oz and packs to 6x13, with an Epic (way better than the normal material) shell it's $329. FF is a true custom maker, you can specify the color, fabric, etc. They also offer overfill, it used to be listed on their site and IIRC 2oz (which adds 5°) was around $10 extra. The next option is the °20 Swallow, 1lb15oz, 7x13 and $354.

The comparable WM model is the Ultralite (°20) 1lb 13oz, 7x13, $385 or the 30° Megalite at $355, though I'm not sure if WM offers overfill.

FWIW, I have a 10+ yr old FF Swallow that IIRC was rated at 25° back then. I've slept in it below freezing more than once and was quite comfortable.

A couple a months ago I bought a military surplus sleep system which consists of 3 pieces; a light weight patrol bag, an intermediate bag, and a gortex bivy bag. They can be used in any combination depending on the weather. I have not had a chance to use it yet but the system has gotten some good reviews. I bought mine new at Sportsmans Guide but I have seen it at Cheaper then Dirt and some other places.

The Military Sleeping System is a bargain even at $110. Goretex bivys run as much. It's not compact, and frankly, to sleep comfortably at 25*, not much is, except for down. A combination system will give you the flexibility to use one or the other bag in three seasons, and still have the set for cold. Although it's actually rated for below zero, the Army's version gets the rating while still wearing full polypro.

A cautionary note - bags rated to 25* is a manufacturer's assessment. There doesn't seem to be a tried and true testable standard; the better maker's avoid being too optimistic, but still, everyone has a different sleep temp they require. Some are snoozing in a 35* bag while others freeze in a -40* - in the same tent. And a tent, ground pad, and heat source can all make a big difference. Sleeping in the great outdoors is affected by a lot of things.

REI is a good suggestion to look for bags, and Campmor comes to mind, too. Sierra Trading sometimes has closeouts, and the online articles from Backpacker can either educate or confuse the issue even more.

I am VERY happy with my Mountain Hardware SuperLamina models. They pack like down and I like the dual zippers.

well i ended up going to this local store called "NEXT ADVENTURE" good store nice people. anyways i got a Mountain Hardwear 35 bag. it doesnt pack down as much as i wanted but it was only 80 which isnt a bad price to me. pretty comfortable but i havent been able to use it much since where i went camping it was in the 80s til about 1130 at night.
