Looking for a certain cord tensioner

I'm asking here as I've run out of other ideas (checked all the usual sites and googled all over).

I'm looking for a specific small cord tensioner I've seen somewhere in passing. It's NOT a NiteIze Figure 9, but it's got a similarity: Essentially, it's got the notched cleat at both ends, so it's shaped like a weird letter Z.

The pieces I've seen are about 2 inches long, and made of some kind of black plastic.
