Looking for a cheap folder

Sorry in advance if this is the wrong place to post, I'm sure you must get a lot of these sorts of questions.
I'm looking for a sub $40 folder, and perhaps asking a little too much. It must be solidly built, must be of good quality etc. Should be reasonably light, and blade not longer than around 3". It must also have a pocket clip. I don't want it looking too aggressive, hence the <3" blade length, as the laws in my country state that I must have a decent reason for carrying a knife, and a evil looking knife would not pass as a fruit peeler :D.
Can anyone point me in the right direction? I have checked some manufacturer's websites but almost all the knives I've seen in my budget and size limits don't have a pocket clip.
The knife would be used for basic EDC tasks, as well as a little outdoors camping, hiking etc; nothing hardcore, but I would like something that would last a while.

Any help would be appreciated.
Thanks

You're best bet would be something from Kershaw. They make plenty of knives in the $40 range.

My first thought was the Kershaw Leek, but it's assisted opening and you might not like that feature.

Check out the smaller Buck Vantage Select or Avid models or if you want something very light weight check out the Kabar Dozier folders. They are very solid knives, non-threatening looking, and under 3" blade length, with a pocket clip.

Also if you prefer a non-locking blade (in case locking blades are frowned upon where you live) check out the new Byrd/Spyderco Tern. I don't have the Byrd Tern but I own other Byrd knives and all have been very good knives, with fit and finish well above there price point.

Any of these knives can be had well under $40.

The Spyderco Byrd line would meet your need. The Cara Cara or Meadowlark in that line are good blades. You could also go with the Spyderco Tenacious or the larger one, the Resilience. If you want to step up a few bucks you could look at the Delica or Endura.

ontario RAT 1 lil over 3" like 3 1/4" good sub 30 dollar beater blade, love mine so much I bought another.

A Byrd Meadowlark is a good place to start. The 5.11 Big Little Knife, Ontario RAT 1, Kabar Dozier, Warthog and Mule, EKA Swede 88 and 90, Buck Avid, Kershaw Tremor and Drone, Svord Peasant... hmm, the list goes on...

Spyderco Persistence would be ideal for you, IMHO. Or the Byrd Meadowlark. Both are Chinese made, but very good (particularly the Persistence). Kershaw has several good models that fit your criteria, but most have assisted open, which is likely a legal carry problem if your country is restrictive.

The best sub $40, <3", and clipped folders I own are the CRKT Drifter, Boker Plus Hyper, Spyderco Persistence and a recently acquired small Buck Vantage Select. I know I'm late to the party with the Buck Vantage series, but it's a very nice little EDC. I'm considering adding an Avid and a Pro to the collection!

if i had $40 to spend i would get a buck vantage select and spend the rest on a decent sharpening device/stone.
