If you get lucky with the ebay auctions, the Twosun TS346 often sells for just within your price range. The blade is .2" thick and it has a pin to fix the blade in place for extra security. Also it's a titanium framelock with T8 hardware all around and phosphor bronze washers, probably the toughest knife in their lineup.

As previously mentioned- the Cold Steel 4 Max Scout is a chonk of a knife with an incredible lock for about $50.
