you can get a leek for a shade over. only other brand i could think of is cold steel

I believe Ontario is coming out with an assisted Rat 1 this year at some point. Probably right around $30.
 
Assisted opening for under $30...yeah, Kershaw is probably your only real option, at least until Ontario's assisted Rat 1 comes out this year.
 
If you look around you can find a leek for right around that...
For your budget I think the leek would be a good choice...good little knife with good steel. Check amazon or knife center I found 3 of em for a hundred around Xmas..might be able to find it for that somewhere.
 
I picked up a SS and a purple(For the girlfriend) leek. Really the only one I liked in SS minus the Volt but the volts were almost the same price as the Leek so I figured just get the leek.
