Looking for a maker

I'm new to the knife community and I've handled a few different folders. Some great, some really crappy. However, I've have yet to find a knife with all of the attributes I'm looking for. If I have a sketch and know what I want, is there someone that could make it for me and about how much would it cost?

I'm looking for an EDC w/ G10 scales, a blade around 60 HR, a titanium liner and a custom fit Kydex sheath designed for quick access.
