do they make a SAK Tinker, where the small pen blade is replaced by scissors? I think that would have to be in my collection!

You can't get the scissors fit to same layer with knife blade. I guess if the additional layer is too much for you - it is a cruel world for you. :D

Which are the important tools for you? Or is keeping it to two layers?
Keeping it two layers was to me the primary emphasis of the question. The Tinker is a great SAK and the one I started with. Have a couple lying around and keep finding more when I dig in boxes in my man cave. Amazing what you can find that you don't even remember owning. I'm in the process of rigging up a new small tool bag with tools to keep in my truck rather than carrying something larger (and heavier). It may well contain a Tinker, certainly a pliers based multi-tool, and a fixed blade knife of some kind. It's for "around town" mostly, so mostly "emergency" tools. For work trips, I'll add the larger tool bag which contains a lot of stuff.... too much stuff really.

I've carried a Tinker for many years. Also have a Super Tinker (with scissors) and it doesn't add that much bulk to the SAK.
I do carry a Deluxe Tinker in a belt pouch when traveling for the extra scissors and pliers.

The only thing scissors cut that my Tinker's pen blade can't is the grey hairs in my eyebrows. I solved that by buying my wife a mini sak with them. I use the pen blade the most of any tool on the Tinker.

I know that's not what you asked, but just suggesting reconsideration of that little blade.

No long ago I got a Super Tinker, thinking it would solve the scissors issue, and found it hard to understand how the slight difference in thickness over the regular Tinker was actually felt in practice, but it did make a difference, so I don't carry it often. I find the mini-SAK scissors too small. What works best for me when carrying a Tinker is to supplement it with a Leatherman Micra, which disappears into my 5th pocket, and provides not only scissors but a few other supplementary tools. My wife has a Climber (Spartan plus scissors) that she has carried for decades, but in a purse, so the size difference doesn't really matter for her.

The funny part is that for years before I got the Tinker, I wore a Swisschamp in a sheath on my belt without a thought to its size and weight. During that time, the neighborhood kids called me "Knifeman," and every once in a while I had to demonstrate the S'champ to a fascinated young audience. But time passed, my lifestyle changed, and many of the chores I used it for were no longer part of my routine. Nowadays, the only time I take it along is when traveling, and not always even then.
