Looking for a SAK.

The only one that pops into my head close to that is the classic, but it also comes with the toothpick. As far as I know, any SAK that has the tweezers has the toothpick as well.
 
I'm not aware of any SAK with only those four tools and nothing else.

However, the Victorinox Signature has those four tools and one extra very useful
tool - a retractable ballpoint pen that actually works.

My new favorite SAK is a relatively new one called the Victorinox Signature Lite which also has the ballpoint pen.
They discarded the tweezers and replaced it with a small but useable flashlight, which I find more useful.
I don't think that I've ever used the tweezers in any of my SAK's or the toothpicks either, for that matter.
 
The classic has a small blade, but other than that it fits your description to a T. I have one on my key ring. You can get them cheap used because people buy confiscated TSA knives and resell them. I use the tweezers a lot when I am camping to pull out splinters. It would complement a locking folder or a larger SAK well.
 
Don't overlook the Ambassador...the 74mm version of the classic. I don't own one but have handled one in person and seems to be the exact fit to what you are looking for.

I found it out not long ago. I had the same requirements and wanted something a bit biger than the Classic. I had no idea that the answer was right there waiting for me.

If You're Really Only Wanting The Blade, Scissors, File, And Tweezers And No Toothpick, Get A Victorinox Swisslite. Has The Blade, Scissors, File, Tweezers, And A Cool Little Flashlight.
 
Victorinox Compact would serve the purpose perfectly if you want a full size knife and scissor.. it got a nailfile on its hook behind the scissor layer...

plus you got a combo tools, T&T, pen, pin, and small glasses screwdriver...
 
Get the Victorinox Classic SD, unless the blade isn't big enough.

They're only $10, so you won't cry too much when the airport people take them away from you when you forget you're carring them. ;)
