Looking for a strap cutter and first aid pack scissors

I want to get a few strap cutters / rescue hooks for gifts. I would like to keep it under $30, all metal, fairly small. Even better if it had a window breaker on the other end. Something someone could hang on their console.

The first aid pack scissors are for my first aid kits. Same thing, cheap, etc.

What is out there? I have googled them, but there are so many i was hoping to get some pointers on what you have.

For the scissors, any sort of Trauma Shear will work well. Most of the guys I deployed with carried them somewhere on their kit and they come in handy.

For the Hook, Ontario makes one that's decent, and so does Benchmade.
 
North American Rescue makes solid trauma shears, you need to get two sets, one to play with and dull and one for actuall emergency use. If you try and cut a penny with your pair and they start to spread at the pivot, then they are crap thats how you tell if they are shitty or not.

Benchmade makes the figure makes the 8 which is a great one, i prefer the zero tolerance model which i like because its a dedicated shroud cutter and as someone who knows people who have been dragged it would make me feel way better. If you get a strap cutter i would dip the handles in plier cover.

for a budget the gerber rescue hook is real cheap at under 20 buchs and great, i carried one on my rack so i obviously trust it with my life.
