looking for an easy home doable finish.

I have a knife that was left by the owners of my home. I removed all the rust but now it has a bunch of sandpaper marks on the blade and I fear there is no longer a finish on it. Any advice on how to remove those scratch marks and an easy finish I can apply at home?
 
Work thro the grades of sandpaper,ending with the finest.Should do the trick,if you sand in one direction only.
 
You can probably just go up to 1000 or 2000 wet or dry to get rid of scratches as long as you do a good progression of grits.

As far as finish, most knives don't have anything except a coating lubricant/rust-preventative/oil on the blade. If your knife is carbon steel, you can force a patina on it, by coating the blade in acidic foods/juices for a bit. That gives a mild protection from rust, but does change the color of the blade. Search on here for forcing a patina, plenty of info out there.
