Obviously an older piece from Japan, seems to be atleast a fairly carbon steel due to the putting on the tip. Not much else I could say, I'd say it's atleast 50 years old.
 
You might want to have this moved over to Mr. Levine's sub-forum. There are a lot of knowledgeable folk over there.

The construction and handle materials.
My wild guess is it dates from the 1960's or early 1970's, at the latest.
The "Made in Japan" stigma was pretty much over by the mid to late 1960's if memory serves.
The blade looks like it might be a laminate, to me, based on the differences in color at the edge.
Note: I am not an expert, or particularly knowledgeable about Japanese made knives.
 
Well I was honestly just guessing. I couldn't make out the brand that was marked on the blade.

What did you base that guess on?

To me it looks typical of cheapo 70s Japanese knives, they were cranking them out and exporting them to the US fast and furious around then. Knock off of the quality German versions.

The steel? Wouldn't shock me if its plated.

Still a neat knife.
