Looking for someone who can replace scales

Hello, I have a knife that is very tight to open. It has plastic scales that I'd like to replace with horn or bone. I was just ripped off by a supposed knife maker, I sent $75 and the knife. Waited two months etc. nothing happened. He's keeping the money but sending the knife back. I d still like to have it repaired. Can anyone recommend an actual professional that can do this? Here is a pic of the knife. It's nothing fancy but its difficult to find a marlin spike on a folder not made in China.
