Rough Ryder Barlow, Marbles Barlow, (including the one with genuine Rams Horn covers), BTI Old Timer 280OT Barlow, SZCO, and Sarge Barlow's, (if you can find one, the (discontinued?) Sarge "official" BSA Barlow is very nice), are all under $20 each, all are very serviceable/usable for EDC..

The Rough Ryder and Marbles have 440A blades. The 280OT has 7CR14MoV blades. Both take a edge and hold it "long enough", and are easy to sharpen.

I think the Rough Ryder
may have a Barlow in the Classic Carbon series, but I'm not 100% sure. If they do, it has T10 blades. I don't remember what blade steel the Szco and Sarge have. I wanna say the Sarge has 440C, but I'm not sure.
I gifted the Sarge and Szco Barlow's I had to a couple friends a couple years ago, so I can't check the boxes.
I don't know if a used Ulster, Imperial (Prov. RI or Ireland), Camillus, Utica, or other "Made in USA" brand is inside your budget.
Suggestion: Avoid everything
FROST CUTLERY, and
"Made in Pakistan".
EDIT:
I've heard that the Novelty knife Company Barlow's (they have clamshell construction) at around $5 or so are decent knives, too. However, I've never had one, so I cannot confirm, nor deny that.
