Recommendation? Looking for the shortest knife possible

Hi guys, due to the litigation happy government of my country I am looking for the shortest knife possible. Something along the lines of the spyderco dog tag. any help on this matter would be greatly appreciated.

Get an X-Acto knife and cut the handle to 1 inch.

There’s an awful lot of criteria missing.

I was going to say one of the Spyderco Honeybees or a Manbug or Ladybug.
 
Don’t be afraid to go custom, it’ll allow you to have a legal size bowie knife!

Can you tell us your actual limit so I'm not here recommending you a Spyderco Bug or an Opinel no. 2? Folder or fixed blade?
Even places like the UK do have defined rules of what you can and can't have. Can you have a lock, does that matter?

It would be nice to know what your cutting needs are. For instance, a Victorinox SD Classic gives you many tool options, is friendly looking to the non-enthusiast, and can hide between a pair of keys on your key ring until needed. That knife has been my go-to in non permissive environments since I was a kid.
