Lowest practical hardness?

Has anyone ever tried a very soft bladed hatchet? What would be the lowest practical hardness for wood cutting. I am thinking of making a few prototypes out of structural steel by welding and wondering whether I have to HT them for testing.

Structural steel = A36. No need to heat treat it won't do anything !!

I haven't seen anyone use that for a long time, most commonly S355 (A50), one might get a bit over 43 Rc but I have never used anything like that, would it be enough for a few tests?
