m2 secondary hardening

i austenite M2 at 1030 degrees celcius. temper 2 times at 560 degrees celcius. my HRC is 60 which is quite low.

i got 2 assumption,

1. i miss the secondary hardening peak. i temper on the downward slope side.

2.my austenitizing temperature is too low to dissolve the carbides.


some one pls advice me. am i correct??? thank you :confused:
