Depending on your skills and equipment, it is possible.
I would guess that you would need to cut a matching opening in the billet, cold forge the insert in snug, then TIG the insert all around before forge welding it in solid.
Is it possible to forge out a pattern steel billet.(15N20 and 1095). Then proceed to forge inlay M390 in the center of billet. Any advice or problems that may arise would be helpful.
May I ask why you want to use m390 as an inlay instead of any number of cheaper steels to use as an inlay? 410, 416, or 420 would be less problematic to weld, and cheaper.
Slicing and cutting. I need best edge retention I can get. Otherwise I would use 440c. I know 390 is a pain to work with and wears out belts.

navman , he want to use carbon steel damascus from 1095/15N20 with M390 ........I have used CTS 204P used as the center of a Stainless damascus clad san mai from Chad Nichols' Also I see that Dion Damascus uses it on occasion for san mai. CTS-204P = M390, so I don't see why it wouldn't work, with the right tools and process.
