I had a Harbor Freight mag chuck 10 years ago and I don't know if they've improved them, but back then it was about $100 and it was pretty weak. You shouldn't be able to pull the piece off with your hand, for instance. I returned it (which is the nice thing about HF).
You can get a good used Brown & Sharpe or other American brand in that price range. They're often 6 x 12, 14 or 18.
I bought two American-made 6X18 mag chucks on ebay from a total of about $300 for my 36-inch belt/surface grinder not too long ago.
Some have told me to ask about the fine line ones. Most have the larger loops but the small ones are available and hold better for small work.
