Yes, any of 3X up will allow you to see a burr . Wal-Mart, Radio Shack both sell decent ones . Under 10$ . The jewelers head set is even better as it allows hands free use but is less economical .Around 30$ . DM
Be careful if you're buying off of ebay. They'll tell you 5x lens when it's actually 2x or 10x when it's actually 4x.
The best method for me is to turn the blade around in sunlight. If there's a "highlight" along the edge, then there's a burr. I suppose a magnifying glass might help a little bit, but that just about does the job for me.
I find a 3X or 5X hand lens is useful. More than that gets cumbersome. If your lens is too powerful you can only look at a small fraction of the blade at a time, so it takes frickin forever to examine the whole thing. I find a high intensity light to be useful as well so as to see small reflections more easily.
Depending on how much you want to spend, the Belomo 10x loupe is supposed to be excellent, better than the Bausch & Lomb Hastings Triplet 10x. Amazon has them for a little over $30.
