Can't help you with the mark, but maybe some history if you have it? Where, who, when? I might also try the custom and handmade forum or Bernard Levine's forum.
I would like to see the hawk in its entirety, though.
Looks like the body was made from a rasp. If it is, the mark is probably a small blacksmith shop that you may never identify because I doubt any production maker used rasps.
That's deffinitely a custom piece, made from a farriers rasp. But if it was made by a farrier, or a knife maker is tbd. Many collectors with lots of makers info in the customs sub forum.
