My brother has an old decorative katana that he baught from a random gift shop in France years ago. He asked if I could repurpose it into a few knives for him. Needless to say, we have no idea what kind of steel it is. Is it total garbage and a waste of time or… a fun project in the making?

Just like any other reshaped/repurposed knife you pretty much have to do all the work cold. Of course assuming you dont have hotwork abilities, or care if the finished blades have useful hardness.
What btw, since you mention, the original was just decorative, it maybe a non-hardened or non-hardenable material anyway.
Sounds like a project and maybe learning experience for you. Have fun with it....

Thanks for the input.
Pretty sure it’s purely decorative based on the the fact that he paid less than $100 on it and it has little to no edge.

Lieblad, yes I would use stock removal on this one.
