I'm looking at my fixed blade and at the bottom of the blade where the buck stamp /model number ( above the finger guard ) where the blade begins ( on both sides of the blade ) it has a different more an shiny luster to it, close to a mirror polish ( it's only like half an inch long down the blade and the entire width of the blade on both sides ) it looks like the blade was dipped into something that made it look that way because of how sharp the luster cuts off into the darker portion of the blade, which is why i thought it was from heat treating, and the rest of the blade looks darker and less shiny. its a buck knife vanguard 192. So it doesn't bother me but I would like to know why my blade looks like it does, it looks too good to be an actual problem with the blade, I'm just here to find out why, I was thinking it was heat treat that did it but I don't think that makes any sense. Thanks.

It could be from heat treat or just a not so perfect polish from the factory....

Not that I know of, I'd guess its a rare thing even bucks cheap knives have good fit and finish...

yeah it just bothers the eye, isn't a smooth luster because of it, blade is worth around 70-100 bucks should be fairly perfect imo. this is the second knife of the same kind that supposedly has a unique flaw.

Well I'm like your knives....I have a lot of unique flaws:D

If I'm following what you are describing it sounds like the blade is shiny above the grind (on the flats) and is more dull below it on the grind.
If so it sounds like the stock was polished before grinding.

Btw I think it's normal and I am looking at a lot of videos seem to see the dull part on everyone's. I think I just did a bad job of explaining. And something someone wouldn't notice I normally do. I'm weird like that.

Blade finish varies wildly from one manufacturer tothe next, and one model to the next. It happens when there are thousands of production models produced.

This sounds right as what you describe reflects what my Vanguard looks like, so it's perfectly normal. Now go out there and use the heck out of that knife. It's a great blade and mine has processed plenty of goats and rabbits with no dramas whatsoever.
