Membership levels to use advanced features?

What membership level is required to use the "additional options" such as posting thumbnail pictures in a thread direct from your computer? By that I mean the "Manage Attachments".

You can upload pictures iwth a basic or higher membership. Since you have gold, you should be able to upload pictures no problem.

Yes, I was asking for someone else. He is just a registered user so I guess he can't do them that way then.

No, Registered Users are the only ones who can't upload from their computers. But they can upload from a photo hosting site.
