middle brass liner sticks out

I have a Queen folder. On it, the middle brass liner sticks out towards the tapered end. It sticks out more when I open either of the secondary blades but goes back down when I open the main blade.

I have no idea. Isn't the center liner supposed to mimic the contour of the handles on that knife?
It looks like part of it is missing.
