Mini CHIPAWAY Hatchet: Who made it and when?

It's worth noting that those are just "standard bevels" rather than "phantom bevels". A nice li'l hatchet there!
 
This tiny chopper came into my collection without any provenance. I'm guessing it was sold by Simmons. Anyone have any more info or guesses?

Some of Chipaway hatchets have numbers inside a circle markings so probably they were made by AA&TCo

No clue, but the handle isn't as sweeping as you may think.
It's mostly just wood missing at the front of the shoulder, I had a hatchet with a handle with missing wood like that.
