My son is deploying to Iraq in the summer and I went shopping for a Rukus to give him. At a local shop I found one and also a Mini Rukus that really impressed me. It is a first production run and I was wondering if this knife could be a user or should it be kept in mint condition as a collector?

A user. I have many models such as mini tsek, mini rukus, ares. All first production run. Some of only 1000. use em daily.
In my opinion only, all knives are users, and the BM Rukus & Mini are no exceptions. These are not diamond studded jewelry items for a woman's earlobes, they're functional knives. Even if it was only one of ten made, I'd use it (or not buy it at all if the price was exhorbant).
I hope you get it for your son. I bet he'll love it....even the mini-Rukus is a good-sized folder.
