You can use sandpaper on a 1/4 sheet palm sander starting with 220 or 500 grit and go 800, 1000, up to 1200.
Then use a cloth buffing wheel on a table top grinder or buffer with polishing compound to bring it to a high luster. You can use a couple buffing compounds ending with something like a green compound to bring steel to a hi-polish.
A point of clarification on the buffing wheels. You can use a spiral sewn cloth wheel with something like red compound to start but you want to finish(or do it all) on a loose sewn cotton wheel with white or green compound.
And you could go into higher grits on the sandpaper like 2000 & 3000 but it’s not necessary and gets expensive.
