I am new to knife making and while making my handle I drilled it in 1/4 inch when the knife has 3/16 inch holes. Do I need to but new handles or is 3/16 inch okay?

Open up the holes in the tang. A carbide bit will do it if it's already hard.

You want the pin tight in the scales because the pins take the shear force.

Buy a carbide 1/4” bit. Drill out the tang holes and buy some Brass or SS pin stock to fit.
 
Assuming that you have some 1/4" pins, then leave the holes in the handle material alone.
You can wrap coarse paper around a file or thinner rod to open up the tang holes. Don't worry if the tang holes aren't perfectly round or get a bit oversized. This will help you align comfortably and it will fill with epoxy anyway.
