Here is the best setup I have found. I don't really need serious expedition mittens, but these are nice to have sometimes. I found them in a bargain bin at EMS. You never know what you're going to find in a bargain bin. I've had them for about 15 years, and they still work just fine. The liners fasten in with velcro.

I like the fact that the linings are made to fit the mittens.

I have some Black Diamond Goretex shell mittens and I never use them. Instead, I use these, and I always use the matching liners with them.
 
Mine a pair of GI trigger finger mitts. I use the issue wool liners but the Columbia omni heat liners are warmer . They work to around -10 or so for me. Going to pick up a pair of OR Mutant mitts tomorrow see how they work .
 
I've had good luck with OR gear. I have a pair of their fleece gloves with "windstopper" fabric. Very warm for the weight.
 
Let us know... as I thought the military mittens you already have with additional liners were the best option

The Mutant mitts are U.S.M.C. Issued. I tried them out this morning -26 13 mph winds they are warmer than my old ones no doubt about it. The Gore tex shells keep the wind out as advertised. I probably could of went with larges I got mediums they aren't too tight but I won't be able to add an extra liner if needed. The only other problem I had with them is the wrist strap makes it hard to get them on and off. So I just cut them off I left the forearm cinch on.
 
Those OR mitts should serve well. I had a pair of the OR gloves that style, used for ice climbing, worked well, warm enough, lasted for years. The palm material wore thin in a few spots, but with some silicone sealant, they held together fine.

what are those leather/green mitts next to them?

My mitts this season are waxed leather shells with wool liners, so far so good.
 
Those are issue also but I found out the hard way they aren't waterproof or windproof.
 
So... recommend the ORs? Or, stop by local army/navy and pick up a surplus pair of AF arctic mittens for ~$35? Thinking I'd use thing wool liners. And, apply some sort of waterproofing conditioner to the leather of the surplus mittens.

And by the way... I can't find the OR Mutant mitts on the OR website.

I would absolutely recommend the ORs the price you mentioned is what I paid for them slightly used. If you google them you can find them around the same price.
