I'm wondering if anyone has ever combined diamonds and CrO on a strop?

If you haven't and are going to ask me why someone would want to do that, please don't, because I don't know. It just popped into my head. But giving it a moment of my attention, I would think that combining the two might offer the best of both worlds: speed from the diamonds and a smoother edge from the CrO. Of course if I were to try this, I would aim to ensure both had identical or at least similar levels of abrasion, e.g. both at 1 micron. Also, I would guess that diamond paste would work better than spray, and that CrO powder would be better than solid or liquid... the diamond paste might work to capture and hold the powder.

And if you're going to ask me why someone would want to do that instead of simply using the CrO after diamonds on a separate strop, please don't, because I don't know. It just popped into my head. But giving it a moment of my attention, I would think that using one after the other on separate strops might be difficult if you have only one strop.

I came up with all this while trying to do anything other than watch the Acadamy Awards earlier tonight.

I added a tube of amplex .5 to my HA .5 chromium oxide liquid, works just like you think. Speed of diamonds and smooth finish of cro. I didn't have a reason and you could very well get the same effect from having the two compounds on different strops.
