mod or custom?

Would it be more practical/economical to have someone add a feature to a GEC or just have a a custom traditional folder made to my specs? and who, on both accounts. Would GEC do that? Specifically I'd like to have GEC #06 with an awl/punch like the one on the SAK Farmer.
