Mods vs. Mods

Is it policy here for non-mods (i.e. owners of their own sub-forums or those appointed by sub-forum owners) to issue infractions for anything other than SPAM?

I have noticed a few non-expiring infractions given out by non-mods when normal mods / supermods were online.

  1. The non-mods are not red / blue so this is confusing.
  2. IMO, it undermines the authority of the red / blue mods, whom I have found to be 100% up to the task of moderating without new "mod's" help.
 
Link up. I need to see this. If it's been happening, I'll start removing moderator powers.

To be fair, I'm not defending the original posters' stupid comments, but I think the "mods" should stay in their respective sub-domains and let the real mods take care of the issue. It's not like it's child-porn that has to be scrubbed or infracted within a minute of being posted.

Mod Sass & racism isn't going to be tolerated anywhere. Past that, show me other examples before I pull someone's card.
