Scandi blades are pretty easy to measure primary grind angles, due to the large bevels. An adjustable protractor (example pic below) can be fit alongside the bevels to get a read on it. That's how I measured the angle on a Helle scandi of mine (turned out to be ~19-21° inclusive). Such a protractor can be found anywhere drafting/drawing supplies are found (office supply stores, hobby/craft stores, etc). A microbevel is more or less up to you; I wouldn't personally go any wider than about ~30° inclusive, i.e., 15° per side, if using one at all (I haven't).
