More screwing questions

This is another one for the Perverts Not-So-Anonymous group here. When browsing a screw catalog (hahaha) are the screws (hahaha) measured (hehe) from end to end or is the length (hahaha) of the screw (huhuhuh) shaft (guffaw) the part (he said part) that is measured (tee hee)?

I found 100 black oxide stainless screws for under $8 and they are described as
8-32 x 1/2 Flat Phil Mach. Screw Black Oxide S/S 82 Degree

If these are meausred from end to end that would probably be what I want, but if that's just the shaft length then they're still too long.
 
They are supposed to be measured as shaft length exclusive of head ,like a 4" knife has a 4" blade .Remember the old saying 'there's always a solution for a sausage that's too long' ! I tend to by screws that are long so i can cut them to whatever length I need.
 
Thanks. I went to Lowe's and actually found the 8-32's I need in a polished/chromed state. The 1/2" length is definitely too long, so I need the 1/4". I did learn that in a pinch you can make the chrome/polished ones sort of dark grayihs by heating them up with a propane torch. Works in a pinch if you run out of the black oxide ones, I guess!
