Some people do use riot guns for deer hunting. Connecticut, for example, requires shotgun use. I use a rifled slug gun, but if I was going to use a smoothebore with rifled slugs, I would probably use a riot gun- many of them have rifle or ghost ring sight options and cylinder chokes that could be conducive to to rifled slug shooting. We also have a mag cap limit (same as that for migratory bird hunting). There is a couple jurisdictions that require buckshot useage- I would probably use a riot gun for deer if I was forced to use buck shot for hunting- no doubt about it.i wouldnt think he would do much bird hunting w/a 18" bbl shotgun, not legally in TX anyway.
why do they even put plugs in riot guns lol??

Hold onto the plug. In the event that the shotgun is used for hunting, many shotgun rules require the plug to be in place. Even if you never hunt, if you sell the gun, the next person may.
An unsharpened #2 pencil works just as well.
