Municipal Code and Carry question in California

I live in seaside CA which is in Monterey county. I recently have been doing research on knife laws in the state, then i looked up the municipal codes...crap.

it says " No person shall carry concealed upon his person or carry within any
vehicle which is under his control or direction, any knife with a blade three inches or more in length"

If i were to get stopped by the local pd this law and not the state law would be in affect correct?

Is the pocket clip exposed considered open carry ?

If it is more than three inches then exposed from the pocket by pocket clip will I be ok?

also if there is absolutely no concealment of any fixed blade at all no matter the size even 2 inch or smaller what is considered open in terms of a fixed blade does the entire knife have to be openly carried, a small portion of the handle, 1 inch of the sheath or anything like that. can someone tell me the clear definition of open carry?
