I only carry in the tip down position. In an emergency I don't wan't to be fumbling about.
I understand about legal liability if YOU are stupid and cut YOURSELF then sue so most makers won't sell tip down setups...
WHY can't the makers have pre-drilled holes so you can switch clip direction yourself? I find kinives I really like and would by more except for this design issue. I currently carry a Kershaw/Ken Onion Blur that i can mount the clip on either end so what gives?

It could be that the manufacturers don't want 4 sets of holes in the handle, detracting from the design of the handle/scales. A lot goes into handle design (just look at some Benchmades), and they want to keep it as clean looking as possible.
 
Some designs might not allow for tip down position. Knives like the spyderco delica for example, where there's no way to fasten a clip to carry it tip down.

I think the concensus is that it makes the knife appear cheap.

There are quite a few tip down/up options if you really dig for them. Personally I think tip down is safer. (My spydie rescue is tip up and my CalyJr. is tip down, but option for either side on both.)
 
While it makes absolutely no difference to me, I was always under the impression, too, that tip down was supposed to be safer.
 
All my bali's that have pocket clips on them are tip up...
A bali with a tip down pocket clip would be a pretty strange design.
I think that tip down is much more practical for a bali, even if you could figure out a way to attach the clip for tip up.
 
My Manix, Paramilitary and Dodo are all tip down and two of them are definately large.
