Well I got lucky. I checked out a local thrift store that just opened up in my area. They had a lot of the usual, but I found a bucket with some old leather. I was looking for scrap leather for a strop when I came across this handmade sheath. The 14 is a little loose in there, so I am thinking about shooting a solid rivet to provide more tension. The design itself is interesting to me as I have never seen anything like it. Oh yeah, it was only $ 3.

Do you guys think I should shoot the rivet or take it to a leather shop for the tension adjustment? I am open to other ideas as well.

That's nice for the price ! Maybe you can add a small snap to the left of the blade or maybe a bungee cord ?
 
Odd design, Easiest way to do that would be to run another stitching line for the 14 to sit nice and tight in there.
 
sixgun holsters are often made that way.
That would be a pretty small sixgun.
 
I'm thinking it may be just a fancy garden shear sheath. My grandfather had one with a similar sheath
