My Father's Knife: Need help with restoration ideas

Ever since I found this knife after dad died in his tool box that I inherited, I've been set on restoring this knife myself. Problem is, I haven't a foggiest on where or how to begin it. Hopefully, you guys will come to my rescue and give me some pointers on how I can restore this knife as much as possible.

This is what it looks like now. And if you look closely, you can see the engraving on the handle so I would like to also save that handle somehow while restoring that knife. I'm also not fully sure what kind of knife but my best guess based on some Google researches is that it's an old fixed Buck knife. I could be wrong and hope someone has more insight to this knife than I do.

Hopefully you take Richard up on his offer, he is good at it. But if you wanted to start first thing is to stop the rusting. I would soak the blade in vinegar for a couple days and agitate it every so often. After 48hours take a stiff brush and try scrubbing the rust off, if it doesn't come off let it soak for another day or so. I can't tell what the handle is made from, but I would not soak it just to be safe.

And Fast, I can do that. I'm currently keeping it in my room where it's dry so I doubt it's still rusting away?
 
rust will continue to eat away at steel as long as it exposed to oxygen. The easiest way to remove the rust and neutralize it that I know of would be to buy some Birchwood Casey Rust and Blueing remover from Wal-Mart or pretty much any gun shop and get it to soaking, just follow the directions.
