I want to first start off by saying, thank you to Warrior for idea. I had almost everything needed so this sheath only cost me a few dollars. Its made with a web/pistol belt backing that has been folding in half. I cut a small sheet of galvanized steel and mounted it in between the two lengths of web belt to add to the stiffness (thus fixing the main issue with the original sheath. I used cable clamps to make a mount for my ferro rod. Again thanks Warrior. That is ingenious. Heres the pics:
The straps across the sheath are to hold the backing on and are for MOLLE attachments. They were made with a backpack strap and a DIY snap kit. The galvanized steel runs from where the original nylon backing attached (right behind the ricasso area to the holes near the bottom of the handle). The bottom of the sheath and backing is held together by paracord and a cord lock. This also creates a space (between this and the bottom MOLLE strap) for me to put a leg strap.
The steel is between the top and third-from-top holes. I left the buckle on it for an easy attachment of a drop leg extension.

Possible PSK contents (not necessarily what i would carry--just to show capacity of pouch) Kit contents: mini multi-tool,mini bic lighter, mag bar (with 5 ft of electrical tape and repair needle), SAK Tinker, striker/saw blade (with 5 ft of electrical tape and repair needle), diamond coated sharpener, 25ft of duct tape on card, 15ft of paracord, 20ft of jute, altoid tin with cotton ball and 2 ranger bands. Overall I am very happy with this sheath (especially since I made it). I think it turned out much better than I thought it was gonna. Its heavy but most of that is from the knife.
