My first Helle, is this is a bad one or?

I have always liked the look of the Helle Eggen, I finally decided to buy one and when I opened the tube I was very disappointed in the quality, the end of the tang is finished very poorly and the handle has file marks on it, is this the kind of finish that is normal with this brand or did I get a second or what? Regardless I'm sending this one back.

Must be a second. I have a Hella folder and the fit and finish is great! I sure would be expecting more from that one you have there.

Those are not huge flaws IMHO. A little work with a fine file and some sandpaper and some tung oil would be all that's needed to 'fix' them. Helle blades are working knives.

True, but they're also known for their craftsmanship, so I expect a little more unless it was clearly being sold as a second.

Neither looks that bad to me. My guess is that the tang is not fully polished because it would add to the risk of removing the peened(sic) steel and for the handle, oiled wood acts strangely under storage and humidity change, so its likely that it is just fibers that were stuck down during oiling, and were not noticed until the oil soaked in more and the wood dried. Its possible that they didn't finish the tang, but I'd be getting some feedback from them regarding that aspect. You could well be right, and it is not a fully finished knife, last one on friday sort of thing.

Helles are working knives, not jewelry. What you have looks normal for many Scandinavian brands with traditional handles (I have them from Helle, Marttiini, and Mora - they all have handle “issues” similar to yours). If the grinds are good, the blade is straight, and the handle solid, I’d keep and use it (YMMV).

Mine came with defects as well. The pin holding the blade and handle together is made out of brass and it is cracked. You can also see some epoxy glue coming out from the handle where the blade meets the handle. I've seen some videos of how they are assembled together. Given that process it doesn't surprice me they have some QC issues. Still, mine is a very pretty looking knife.
