Well just using a dual belt/disc sander, my reciprocating saw, a file, a diamond file, and a drill, i cut this from some stock i found at lowes(i know not high carbon etc.) I took a while to grind out my original shape, i got bored and moved on to another project recently i picked it up and decided that it was too long and pointy so i masked it and sketched a new tip and decided it was too wide, i trimmed it added those slite which i'll sharpen into serations, brought the spine down(notice the saw got away from and cut in at and angle, so i started cutting higher again, plan to file to a nice eveness), i drilled a hole for making a gut hook, then used the saw to cut in at angle to open it up, the sander cut part of my hook so i needed to open it more and drilled to smaller holes, soon ill sharpen everything out with files, i may attempt a heat treatment myself or send it out.
 
If you got the steel from Lowes, it is just mild steel and will not harden. Best to just throw it in the scrap bucket and try again with a piece of known high carbon. Old American made files are good to practice with. I practiced with bed rail angle iron for a long time. It will harden and make a servicable knife. Start simple and work your way up. I always liked this tutorial below.
